Thanks for using Apple Support Communities.
I see that after upgrading to iOS 10, anytime that you input text, you don't get the bubble above the text when you use the keyboard. Also when you drag your finger over the keyboard no text shows up. I completely understand. I would definitely want to have this feature working like it was on a previous version of iOS. I'm happy to help you with this issue.
First, please force close all of the apps that are open and in standby mode on your iPhone. Let's make sure that nothing open in the background is causing this issue. The following article will help:

Then, please use the following article to give your iPhone a fresh restart, and then test this again:

Sep 15, 2016 10:56 AM in response to jameson.hby Ralph Woodard,Thanks jameson.h, it did not work. I was able to get some senior help from Apple. The issue is that with this upgrade (IOS 10) the feature is called (Character Preview) under Settings/General/Keyboard on all iPad models has now been removed with this update. For the reason of, the screen on the iPad mini and other iPads is large enough to see the text. I sure hope that they bring it back. Thanks for your response.
