But your book may only be migrated as an album, see this support page:

Some photo books and calendars, made with themes that Photos no longer supports, migrate to Albums.
You will probably have to recreate the book in Photos.
Or alternately, finish the book in iPhoto and export it as a PDF file, then have it printed by a different service.
Presto Photo can print PDF files of books created in IPhoto, one possible printing service.
You could also use the Preview application on your new Mac to split the PDF pages from your iPhoto book into separate JPEGs files, one for each book page. Then add these jpegs as full size photos to a new, empty Photo book in Photos for Mac and have it printed by Apple.
