Thanks for posting here. It looks like your Notes app is crashing after updating to iOS 10. I know how much I rely on the Notes app, so I’ll be happy to help.
With iOS 10, some built-in apps can be uninstalled, so I recommend uninstalling and reinstalling the Notes app.
1. First lets first make sure you have a recent back up; you can find the steps for that here:

2. Then uninstall the Notes app like you would any other app and reinstall it. Here are the instructions for that process:

3. Once it’s reinstalled, test to see if Notes opens and works correctly. You may have to re-enable Notes syncing in iCloud if that’s the account your notes are stored in.
