The double-click feature applies from the Lock screen, not the Home screen.
To check that it is still enabled, go to: Settings > Wallet & Apple Pay > check that Double-Click Home Button is enabled.

Switching allow home button off and on and restarting, hard restarting. Deleting and adding my credit card. Pretty much everything I can think of.

Sep 14, 2016 1:33 PM in response to underchiggaby dl30,I have this problem too after upgrading to iOS 10 on my iPhone 6s. I finally got it to work, but it is very inconsistent. No matter how fast or slow I double click the home button, half of the time it just unlocks my phone. I am very frustrated. Before the upgrade the double click worked flawlessly now I have to try it 3-5 times before I can get it work properly. I find I can get it to work all the time if I use my fingernail to double click. I have a feeling that the new press to unlock feature may be interfering with the double click to open Apple Pay. Is there a way to make Apple aware of this problem?

- Back up your iPhone (you may wish to encrypt the backup, if using iTunes), restore it to factory settings (with a fresh copy of iOS) and check whether the issue persists before restoring from backup:

Notice when you triple-click the home button on the lock screen, the home screen flashes briefly as it's unlocked & then the magifier/camera pops up. Wallet should work the same way when double-clicking but it clearly does not. I'm getting around this by double-clicking with a finger that I didn't enter a fingerprint for.
