Given the steps that you have already tried, I suggest that you contact Apple Support or make a Genius Bar reservation for assistance, including with a view to having your iPhone and/or watch checked, if recommended by Apple:

I ended up removing the Wifi password on my phone and then re-entering it and this resolved connectivity challenges between my phone and watch.
