I understand that Apple is saying it doesnt have enough oomph but the iPod touch 5 Generation was released not too long ago.

The iPod Touch 5th gen was introduced in 2012

It is 4 year old technology with specs similar to older iPad 2, 3 and iPad Mini which also do not support iOS 10.

The iPod Touch 6th has a an appreciable amount of recent technology that makes the iPod Touch 6th gen the closest any iPod Touch has come to matching the specs of its iPhone counterpart minus the phone!
