I understand from your post that you are unable to respond to a notification when the screen is locked after updating to iOS 10. I like to respond to my notifications from the lock screen as well so I can understand your concern. I will be happy to help.
First you will want to go to Settings > Notifications and make sure the apps that you want to be able to see the notifications for on your lock screen are turned on. If you use a Passcode or Touch ID on your device, please see the following, from the article iPhone Notifications
Choose whether to show notifications on the Lock screen. Go to Settings > Touch ID & Passcode (iPhone 5s and later) or Settings > Passcode (other models), then choose whether to allow access when locked.
Check out those settings and test it out. If you have any additional questions, let us know.

Sep 27, 2016 12:46 PM in response to joe_7399by mltb82,I have the same problem. When I am on a call, my notifications don't appear. I have double checked my Touch ID & Passcode settings and confirmed that notifications are allowed when locked. And when I am not on a phone call, my notifications appear on the lock screen as expected.
The problem is when I am actively on a phone call. When I am on a phone call and a notification comes in, I hear the notification sound, feel the vibration, and see my lock screen wake up. But the visual notification does not actually appear on my lock screen. This problem is new with iOS 10. I even tried resetting my phone, and it did not fix the issue.
