Q: How to transfer files via USB cable to iPad?

Hey guys, I want to transfer some video files to my iPad Mini 3 as I don't want to use the wireless method. I can't plugin an external USB HDD to my iPad Mini 3 like my friend can with his Android device so what can I do?

Take a look at this kb article about using File Sharing. If the apps that you want to use support file sharing, this is what you want to do.
About File Sharing on iPhone, iPad, and iPod touch - Apple Support

If you want to transfer videos to the iPad, add them to your iTunes library and then sync them to the iPad.
iTunes 12 for Windows: Import music and video already on your computer
Sync your iPhone, iPad, or iPod touch with iTunes on your computer using USB - Apple Support

Ignore any and all references that Apple makes to using iCloud in all of these articles. That does not apply to what you want to do.

I can turn off the WiFi on my iPad no problems, but when I turn the WiFi back on the iPad will easily be able to send data back to Apple... How can I prevent this from happening?

Sorry to be asking another question, but this is the only place I know of to get help...

In terms of maintaining my privacy, is there any difference between me using iTunes USB Sync and iTunes WiFi Sync? Does either method contact the internet? How can I check this?

How did you do all of this when you were using Windows PCs?

As to your questions, don't turn WiFi back on the iPad and disconnect your router from the internet when doing the sync. Consult the manual for your model router to do this.

I never had a problem when I was transferring files to my Android device because I didn't need to use a 3rd party app because I just used the microSD card to copy/paste the files...
