If you want to transfer videos to the iPad, add them to your iTunes library and then sync them to the iPad.

Sync your iPhone, iPad, or iPod touch with iTunes on your computer using USB - Apple Support
Ignore any and all references that Apple makes to using iCloud in all of these articles. That does not apply to what you want to do.

In terms of maintaining my privacy, is there any difference between me using iTunes USB Sync and iTunes WiFi Sync? Does either method contact the internet? How can I check this?

As to your questions, don't turn WiFi back on the iPad and disconnect your router from the internet when doing the sync. Consult the manual for your model router to do this.
