Q: New iPod touch no ilife apps.

Hi, I bought a brand new sealed iPod Touch 6th gen from ebay never used. I opened the touch today and it had iOS 9.0.1, I wanted to update but not to iOS 10 because apple got rid of the swipe to unlock. so I signed into the device with my apple ID on 9.0.1 opened garage band and a few other ilife apps on the device to check them out. Then, I used itunes and put the 9.3.5 ipsw image to restore to the ipod, upon doing this none of the ilife apps were on there, so I went to the app store and assumed they would be linked to my account and I could download them, nope they wanted me to purchase them. so I went on apples chat and was bounced to another rep, I spent literally 1 hour on the chat and they never were able to tell me if they could add the apps back to my apple ID. Am I out of luck here or can someone help me as I thought the ilife apps garage band notes etc came with a new apple device for free.
