If you have apps that open on login they may be causing the freezing, you can try two things to disable them…
1. Disable login items.
Logout of the user account (top right corner). At the login window select your user account, enter the password & then hold shift as you login. That will disable third party applications that run on login - see if you can set the date & time. Reboot to see if it worked OK.
2. Boot into safe mode
Hold shift at start up and release it when the login window or Desktop appears. Set the time & reboot to return to a 'normal boot'
Number 2 is the more 'drastic' option but it will cause the next startup to be slow because it clears some system caches. The first method may fail if you cannot log out of the account.
You could set the Mac to use a 'network time server'. That will allow it to update from the internet when it is incorrect, it can help if you have a faulty battery.
