Q: "Too many devices playing itunes content" message

Since updating to the new os, all of my (latest generation) appletvs will not play purchased content. When I initiate playback, I get a message telling me too many devices are playing content. This is absolutely not true. I have tried restarting devices and signing in and out of apple id. No difference. Please help.

Apple TV (4th generation), tvOS 10
