Changing your location also changes the location of the App Store which affects content/purchases. Although this method is a fix, inturn it causes a break and is not a viable solution.
Oddly enough, my iPhone has always had the location set to Canada and the news app did install an runs fine!
Why they would make this app location dependant, I have no clue --- news does not carry distribution rights like movies or tv programming!

Oct 3, 2015 9:05 AM in response to jcowboyby Modisef,Try this one.Change your region to United States.Then go to Newsstand and delete each and every app you have there.The newsstand should now disappear completely .Then power off your iPad for a minute or so,Power it on again and look for the app on your home screen.
