If not, but you're able to contact the person who set the lock, send them this link and tell them to follow its instructions.
If neither of the above applies, you can't activate the device but may be able to get it refunded. Apple won't remove the lock for anyone other than the original owner(assuming they're alive.)

from Apple or Apple authorized iPhone retailer to the nearest Apple store
where they may assist you.
If this is just a iPhone that is new to you but previously used, only the person
who initiated the Activation Lock can remove it. Ask the seller for assistance
or a refund. If purchased via eBay or other site that provides buyer protection,
immediately file a claim if the iPhone was not listed as Activation Locked.

Sep 20, 2016 7:14 AM in response to Sssokgmailby KiltedTim,Whoever purchased the phone for you did not get it from a legitimate source. It's a used phone that is activation locked with someone else's account. Send it back and get your money back if you can.
There is no way to bypass the activation lock.

iPhones from Japan are carrier locked and they are not known to service unlocking.

That’s no longer true. All of the Japanese carriers now offer it.
