Not from anyone here, nor from Apple. You can check with your carrier if they used your SIM, and you may have to get the police involved to get location information. If it was not your SIM, then you would not be able to.

You mean were it was last used to make a phone call?  That specific information is not available to you no.  You can log in to your iCloud account in a web browser, and if you had find my iPhone enabled on the device, you may be able to see the last location where it was connected to the internet though.

Contact the police. Apple can not provide any information without a court order to do so, neither can your carrier.

If the device is offline it is either turned off, the battery has died, or if someone has full access to it, it may have wifi and cellular data turned off,  But it can show as offline and still be used to make calls, if someone can get into settings and disable just wifi and cellular data.

Was it passcode locked?  If it was, then there is no way for anyone to use it or get to settings, so offline would likely mean it is not in a state to be used for calls either.

Regardless, Apple cannot tell you anything about a lost or stolen device - they do not get involved at all with such matters.  If it is an issue of use of your account by someone, then that is indeed an issue for your cell service provider to help you with as Apple has nothing to do with your cellular service account.
