Q: my computer restarted before the downloading of the newest ios was complete

Iphone6. uploading ios 10. computer restarted before upload complete. cannot use iphone. locked on screen with itunes logo and plug logo. currently plugged into computer. Cannot use any apps, including phone and calendar.

iPhone 6s, iOS 9.3.5

The screen you are seeing is telling you to restore the phone. Connect the device to the computer with iTunes running. Follow the instructions in this support document. If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support
