Q: iCloud Photo Library doesn't sync - iCloud restore in progress

I've activated iCloud Photo Library Beta on my iPad Mini Retina. When I activate the feature, I get the following popup:

 

iCloud Restore in Progress
iCloud Photo Library will begin syncing when this device has finished restoring from backup.

 

When I first got this error, I thought it would be temporary. Several weeks later, still the same problem. In the bottom of the Photos app, I see it is 'syncing', but nothing is happening. My iPhone syncs just fine.

 

- I tried disabling and enabling iCloud Photo Library Beta several times.

- I tried going back to factory settings.

- I tried an actual iCloud restore which is finished, since I can start a manual backup.

 

Nothing works. Any ideas on how I can get this to work? I was really looking forward to this feature. Thanks!

    Iphone 6 16GB. Same problem. Trent1982's solution doesn't work for me.

     

    I just do a quick iCloud backup and restore using itunes, and the problem is solved.

    I had the exact same problem - my iPad had been restored for a very long time and had been making its own backups regularly. I tried every conceivable solution, including the ones posted here - none of them worked for me.

     

    What ended up fixing the problem for me was creating an icloud backup, then completely wiping the ipad and restoring from that latest icloud backup. After that, icloud library worked for me. There must have been something "stuck" on the server side that only a fresh restore could fix.

     

    It was a bit of a pain, but easy enough that anyone else with the same problem should consider this as a final solution. After restoring, my ipad was also exactly the same as before, so there were no complications in that regard.

    I have the same issue, and always shows the message about being restoring the back up.

    I already know how to solve this:

     

    1. Make one Back up with iTunes.

    * remember activate the photo library and also quit the iCloud back Up(if you use the health app encrypt the back up)

    2. Restore the device.

    3. Restore from the back up of iTunes.

    4. Now is ready.

     

    This solve my issue. Now my photo library is loading my files.
