Q: iCloud, deleting files, storage and backup

Currently my notebook is completely full. I researched upgrading memory and ram, however, to do that was not cost effective and seems a bit difficult for someone like me since its not designed to. I have up graded ram and memory before in another MacBook by just replacing the drive and ram with a new one and using the program I have to clone the drive. At this point, I have purchased several back up devices such as flash drives, an external hard drive, upgraded to 200 gig of iCloud storage, and a MyCloud to load all of my information and save it. My question is, when I actually delete the original files off the lap top, will that delete it from my devices as well? Right now, all of my devices such as iPhones and iPads are all connected to the iCloud. When I look through my photos app on my iPhone, I can see all of my events from the iPhoto app on my lap top are also displayed in the photos app on my iPhone. Once I delete those files from my lap top with in the iPhoto app and the Photos file, does that mean I will not see them on my devices either? I am thinking that since they are all connected then its just so I can access them and not that they are actually saved on the iCloud. So far I can see that I have used about 30gig of that 200 on iCloud, so maybe it is saved there.
