So the iPhone and Mac have the same Apple ID set in iMessages.
This means your can send blue bubble iMessages to each and everyone from either device.
Incoming messages appear in grey coloured speech bubbles on both devices.
It is only when you go to Send that a message may then swap to a green bubble one indicating SMS on the iPhone.
IF...
The one person is getting green bubble response from your iPhone then you would have to check the Text Forwarding settings to see if it is set up to Forward them (SMS) to the Mac.
Your Post refers to generic "messages" rather than being specific.
I have used that to possibly explain why one scenario might not work.
