Q: iCloud Account

Hi. I have a friend who lock her iCloud account that she use on the iPhone by several attempts erroneous password. When we perform the steps to reboot password, it sends an email to another iCloud account. It turns out that this account is locked too and it uses the first iCloud mail account to reset the password, which is locked.

Can someone tell me how to proceed in this case.
