Thanks for posting in the Apple Support Community! I understand you're not able to download your music for offline listening on your new iPhone 7. I like to listen to music all throughout the day, so I can understand wanting to make sure you have easy access to your music and playlists. I'm happy to offer some direction here.
The first thing I recommend to do is restart your iPhone then test this issue out again.
Restart your iPhone, iPad, or iPod touch
Its also a good idea to test that your Wi-Fi connection is working. You can easily do this by opening Safari and going to Apple.com to make sure it loads. You may also want to try downloading your music on a different Wi-Fi network to rule out any issues with your Wi-Fi connection.
Next, I recommend to sign out of iTunes & App Store in Settings > iTunes & App Store. Tap on your Apple ID, then tap sign out. Keep in mind that this step will remove any music that you have downloaded for offline listening and you'll need to re-download it. After you sign out, sign back in, then make sure that your iCloud Music Library is turned on. When you sign in, make sure that you're signed in to the Apple ID that has your Apple Music membership.
