Q: Disabled Apple ID

Ive been trying to update my apps on my phone and it keeps telling me that my apple id is disabled I tried reseting my security questions and my passwords but was still disabled when i rung up i was told to restart my phone and it will work. Ive done that and it still isn't working. Does anyone have any idea to what is wrong with my apple id and or what i can do to fix it ???
