As far as i know there is no store in Ukraine, In Ghana, Armenia and many more countries which are listed in country list.

Apparently, this feature requires a level of (secure?) communication the is not available in UNlisted countries
There is some difference in "verification" and "authentication" that I have not quite yet grasped completely, but seems "built-in" to the OSes for Macs and iOS devices

Yes. Two-factor authentication is a new service built directly into iOS 9 and OS X El Capitan. It uses different methods to trust devices and deliver verification codes, and offers a more streamlined user experience. The current two-step verification feature will continue to work separately for users who are already enrolled.
