I'm facing the same problem and have sent feedback to Apple. This borders on user-hostile behaviour, discriminating against people with weak eyesight, and appears to be an exercise in interface simplification gone mad.
My only solution was to go back to chrome until Apple decides to fix this.

Sep 21, 2016 11:05 AM in response to Ryszby miramarbeach,There are already a number of threads on this after one day with Safari 10. It is a real problem. The Zoom feature IS NOT like font size. I just gave up as pages were unreadable and retired via Time Machine my old system Will avoid Mac Sierra till this is changed.

Sep 21, 2016 11:26 AM in response to ianh_auby Eric Root,Send Apple feedback. They won't answer, but at least will know there is a problem or a suggestion for change. If enough people send feedback, it may get the problem/suggested change solved sooner.
