Sep 21, 2016 8:41 AM in response to tygbby ChitlinsCC,It occurs to me that since GSBS is a "BlackLIST" that is maintained BY Google on their servers, that "unavailability" has everything to do with the Google server being down or VERY busy.
This is not something new - and has nothing to do with Safari
google safe browsing service safari site:apple.com - Google Search
editADDED
There are many recommendations to "fix" the problem in the many threads in results above... My bet is that any improvements were merely coincidental with Google taking action on their end

Sep 22, 2016 6:43 AM in response to tygbby ChitlinsCC,Read the alert carefully.
"The Google Safe Browsing Service is unavailable.
No updates have occurred in 1 day."
If one takes this literally (why wouldn't you?), this indicates that the blacklist is not reachable for whatever reason and that the last time it was reachable was yesterday.
If it comes and goes, the most likely reason is NOT your browser acting erratically, but rather anything in between you and the Google server. IF you are doing everything else normally on the InterWeb, ONLY the Google server remains.
OR - WHEN you select this Options panel (that forces the "check of the blacklist') anything in between could be funky.
"Eliminate the improbable, and what remains, though seemingly impossible, is the solution."
If I were you, I would not worry about it... a "day old" blacklist is awfully current.
