Q: some characters on keyboard not functioning after macos sierra installation

keys on one side not functioning after installation of sierra on my mac book pro

iPhone 6s Plus, iOS 9.3.3

SSounds like mouse keys is stuck on for some reason. See

OS X: Unable to type while Mouse Keys is enabled - Apple Support

but strange that you should not be able to turn it off...

1. tried SMC resetting - no success
2. safe mode reboot - no success in preparing the keyboard non functional keys (first line - 7,8,9, second line y,u,i,o, third line j,k,l, fourth line . )
3. could not perform the recovery option

Make sure that MouseKeys is not turned on in Accessibility preferences.

the keys which are not working are from the same specific area of the keyboard.
does it mean something else?

login with different account like admin - there was no issue of the keys not working which prompted me to look again for the above suggestions.
