Q: Fails to respond to a request to shutdown or restart

MacBook Pro Retina, 15-inch, Late 2013 2.3 GHz Intel Core i7 running OS El Capitan ver 10.11.6 it fails to respond to a request from the apple menu to shut down or restart . I have checked to see if any programmes are still running preventing shutdown . the only way to shut the mac down is to hold down the power key and force a shutdown .

Any Clues ?

Thanks for the reply , unfortunately the original problem is still present , I have reinstalled the operating system still no change
