A Safe Mode boot deletes system caches that may help after an update.
- Start or restart your Mac.
- Immediately after you hear the startup sound, press and hold the Shift key.
- Release the Shift key when you see the Apple logo appear on the screen.
After the Apple logo appears, it might take longer than usual to reach the login screen or your desktop. This is because your Mac performs a directory check of your startup disk as part of safe mode.
To leave safe mode, restart your computer without pressing any keys during startup.
Then try Safari.

Sep 23, 2016 9:08 AM in response to MacBird2012by D_@_n,You need to troubleshoot this as Safari is an app that is included within the OSX.
What I would do is
1) check the software update and install/update them all. Alternatively you may want to install this El Capitan update Download OS X El Capitan 10.11.6 Update
See if this resolves the problem if not go next.
2) force quit your safari (if it is listed in there). go to Apple menu, or press Command-Option-Esc. If Safari is there select it then click Force Quit. Then go to system preferences, click on users, click login items tab and delete Safari if you see it there....you may be required to enter your username password if this feature is locked. restart the computer. See if this resolves the problem if not go next.
3) move to trash all suspicious apps that were installed in the last month. maybe move to trash (uninstall) your antivirus (if you have one and you know you could install it again after). if you get a pop up that it cannot remove such app because it is in use, you may need to close it while looking under monitor utility from Finder/Applications/utilities then move it to trash after. restart the computer. See if this resolves the problem if not go next.
4) if you are still here and safari is not responding then you may want to try one trick and see if this resolves it. go to finder/applications/right click on safari and create an alias. drag and drop the created shortcut (alias) onto the desktop. go back to safari and move safari to trash bin. restart computer. double click on the Safari alias pretending you want to open it...you should get a message that the app cannot be found etc. Open Trash and from within it restore back the deleted safari (right click on it and click on PUT BACK). See if Safari now opens normally.
5) if you get to this step you need to give up on Safari and use a usb stick and transfer the dmg (installation file) for google chrome or mozilla firefox from another machine or reinstall the OSX to factory settings ensuring you have backed up all your files.

I see. I think the dmg is no longer needed if the "software update" from apple menu will not have any further updates.
