Q: Two Factor Authentication
I have attempted to switch on Two-Factor Authentication on my iCloud account, but I don't appear to be presented with any options to do so.
Two-Step authentication has been turned on for a while now, but with the new feature in Sierra which allows your Apple Watch to unlock your Mac, I followed the instructions to turn this off so I could setup Two-Factor instead. However, after several attempts, this has been proven to be unsuccessful, as anytime I go to the "iCloud> Account> Password & Security" settings on my iPhone 7, I am only presented with options for Changing my DOB, Password, Security Questions or Recovery Email.
The Apple support page for it (Two-factor authentication for Apple ID - Apple Support ) doesn't indicate any availability restrictions on this service (compared to the Two-Step support page which has a list of countries). As it's been rolling out since El Capitan and iOS 9, and with it's required use to access one of the advertised features of Sierra (http://www.apple.com/uk/macos/sierra/) can anyone explain why this is not working? I even double checked the feature list for MacOS (http://www.apple.com/uk/macos/feature-availability/) and it's not even listed so the assumption must be that it's available everywhere, correct?

Doesn't sound like you were turning off 2SV (two-step verification) properly. Follow the steps outlined here -- Frequently asked questions about two-step verification for Apple ID - Apple Support to turn off this feature, then you should be free to enable 2FA (two-factor authentication).
