If the issue does not appear in the new user account, it indicates that there may be something on your user account that is preventing the camera from functioning properly. There are steps in the article above that can help you address this circumstance if that turns out to be the case.
However, if you experience the same issues in the new user account, then it indicates that this may be a hardware issue. In order to address this, we should try two low-level hardware resets; both listed here below:
