Q: iCloud Drive...

Using iCloud Drive in Sierra.  Where are files stored on the Mac for offline usage?

iMac, OS X Mavericks (10.9.5), Norton Internet Security

You can access the local copy In the iCloud Drive Folder. You can access it from the Finder Go menu. I also find it convenient to open Finder Preferences and click Sidebar at the top of the Preferences window and put a checkmark in front of iCloud Drive so that it will appear in the sidebar in Finder. It is physically stored in Library/Mobile Documents.
