yes !!! Enabled paragon from OSX and mount windows and reset the full permissions then copied  BootCamp5.1.5640 and booted into windows ... run the setup.exe and its working fine now all drivers loaded and can see BootCamp icon at bottom-right pane. Also its detected usb flash drive as well. Everything seems to be fine now.

Excellent. Please back up OS X, Windows and create a Windows System Restore point.

    Just for future reference :

Apple support table says BootCamp5.1.5621 is for (Macbook pro retina - Late 2013) version.

guys its not true since I copied both BC5.1.5621 and BC5.1.5640 and try to run setup.exe only 5.1.5640 is working !!!

so BootCamp5.1.5640 is the right bootcamp for installation to Macbook 13inch-retina-Late-2013 version

From Install Windows 7 and earlier on your Mac using Boot Camp - Apple Support, it shows

    MacBook Pro

    MacBook Pro
    (Retina, 13-inch, Late 2013)

which points to Boot Camp Support Software 5.1.5640 and has the following
