Thank you for using Apple Support Communities. Based on what you stated, it seems like you are having trouble updating iTunes to the newest version in Windows.
I would recommend you read this article, it may be able to help troubleshoot the issue.

Sep 23, 2016 8:11 AM in response to BillyDfromkcby turingtest2,If you have difficulty downloading the iTunes installer file try; unticking the "Keep me up to date..." box, clearing your browser's cache, changing pop-up blocker settings, right-clicking or ctrl-clicking the download button, using an alternate browser, or using the direct links from here.
