Thank you for using Apple Support Communities. Based on what you stated, it seems like the time in the screen save is incorrect. If the time is incorrect there is a reason why that may be happening. You may want to check your date and time and location settings in System Preferences.-
Choose Apple menu > System Preferences, then click Date & Time.

Click Date & Time, then select to set the date and time automatically or manually.

Automatically: Select “Set date and time automatically,” then choose the network time server for your region.

Manually: Deselect “Set date and time automatically,” then manually enter the date and time. When you’re done, click Save.

Click Time Zone, then select to set the time zone automatically or manually.

Automatically: Select “Set time zone automatically using current location.”

Manually: Deselect “Set time zone automatically using current location,” click a location on the map, click the Closest City pop-up menu, then choose the city closest to your location.

OS X El Capitan: Set the date and time on your Mac
I know this article says El Capitan but the settings are in the same place.

I've just noticed that my MacBook Pro 15" (retina) with Sierra onboard has the same "glitch".
When I choose the "Watch OSX" screensaver not only the correct time is wrong but the analogic ones options (Simple, Chronograph, Normal and Utility) show the hands not at the center (or not show them at all) of the clock face. The secons hand seem work properly "but it's not anchored" at the center of the clock face roaming in circle in and out of the clock face.
I know that it's not a really serious problem but... you know, the perfection is in the details!
