Sep 22, 2016 4:38 PM in response to jevolivaby zinacef,Try one of two things, or maybe both, restart the device -- Restart your iPhone, iPad, or iPod touch - Apple Support OR signing out of your iCloud account, then wait a few minutes and sign back in.

Sep 23, 2016 6:53 AM in response to jevolivaby jevoliva,Also, on my MacBook Pro (Retina, 13-inch, Early 2015) running macOS Sierra - when I go to set up 2FA in iCloud, I get the error "2FA is not available for your Apple ID at this time". Yes, same Apple ID on my Mac as my iPhone. Additionally, my iPad does not have the option to setup 2FA either.

Availability of two-factor authentication for Apple ID - Apple Support
I was told to keep checking every couple of days to see if I can set it up. SMH.
