In that link it states if it has been over 24 hours and you still can't activated that you need to contact Apple.
So what did Apple say when you contacted them about the issue.

Where exactly are you located?

i think it is problem with apple ID account because I try it with other, and all work good. One different what I see it is :
in accounts where i can connect to facetime / imessage email is not @icloud.com
i can't call to the apple support to other country(
