Congratulations on the purchase of your iPhone 7! So, it sounds like you are having trouble with some of your music files. Do I understand that you used two different iCloud backups? One for your iPhone and one from your iPad? How many albums are affected? Are they the same albums from both backups?
The first thing I would suggest is that you try the steps in the following article, which is specifically written to address your issue:

Keep in mind that you may also be running into an issue where your backup is still in the process of restoring, and just needs some time to finish. This article can help address that potentiality and how to address it properly:

You can also look for the actual music files on your PC. If you can find them, then delete them from your iTunes Library, your iPhone 7 and your iPad Pro and then add the files to your iTunes Library again. If you've got iTunes Match they should be synced to all of your devices again.
If you can't find the original files, then you will either have to re-import them from the original CDs to your iTunes Library, or redownload if they were purchased from the iTunes Store.
