Q: Billing and Payment Methods
I am using an Ipad 4th Generation on IOS 10.
Today I was downloading a free application, then I entered my password, then it told me to Update My payment method. It said Credit Card details cannot be in the past. I do not get it, Because My Credit Card expires in 2 years. I have $13 dollars in my iTunes account, and It was a free application. This happens every time I go to download a new application.
Could you please help me?

If you have a card on your account it has to be a valid card and accepted by the iTunes Store validation, irrespective of whether you are only downloading free items and/or have a balance on your account.
Do any error messages show if you view your account's payment details, or have you tried seeing if you can remove the card : Change or remove your Apple ID payment information - Apple Support ?
