Q: Beta -- User style css adjustments now Support smart phones & tablets

User style sheet support added for small display windows.  Load a user style sheet into a web browser to make the Apple Support Community web pages more readable.  The layout of the ASC list discussions in a community, postings in a discussion, and reply to a discussion web pages have been adjusted.

I've made adjustments for all size screens.  The support for smart phones and tablets is limited to android device because ios browser do not support the loading of style sheets.  The author of iCab ios web browser is planning on supporting the injection of a style sheet into a web page.
