Q: Mail app not sending messages on MacBook Pro (stuck in Outbox)

Have a MacBook Pro (Late 2011), currently running OS X El Capitan Version 10.11.6 (but I've been having this problem for months, possibly as far back as on OS X Yosemite (i.e. I don't recall this issue starting after an OS update)

 

2.4GHz Intel Core i7 Processor, 8GB 1333 MHz DDR3 Memory

 

I have two accounts in Mail Version 9.3 (3124)—my iCloud email and my Yahoo email. 90% of everything works—I can receive mail, delete messages, move messages, etc. However sending from my Yahoo account does not work from the Mail App. Sending from my iCloud account does work (although it's not instantaneous—just did a test send & it sat in my Outbox for ~6 mins; I had my iPhone's stopwatch running but it reset twice as it's wont to do ever since downloading iOS 10, but that's an issue for ANOTHER post), however anything sent from my Yahoo account sits in the Outbox for DAYS (usually until I realize I forgot about the problem, silently curse myself, and copy-paste the message through the Yahoo website in Chrome).

 

I've tried disconnecting Yahoo and reconnecting it. I've tried to delete the "sandboxes" as per Linc Davis's suggestion here: Mail is getting stuck in my outbox?

 

I really don't want to schedule a Genius Bar appointment for this but I am getting frustrated because I use the Mail App every day and often forget I can't send from it, and then emails sit for days before I notice the little Outbox (1) in the sidebar! Please help me Apple Community, you're my only hope.
