Synced from where and how. Did you have albums in wherever they have been synced from. Please provide a little more information.

I Synced the iPad from the cloud for the first time with a photos library with many albums. I had to wipe the iPad clean because of very slow performanc. I have yet to turn on photos sync.

I also have a very similar issue with both my iOS and macOS devices.

All of a sudden yesterday I noticed that all of the albums that I had made in the Photos App on my iPhone were gone, but the pictures were still there. I checked iCloud.com and the albums were there. I turned off iCloud photo library on my iPhone, did a force restart on my iPhone and then turned iCloud Photo Library back on. No change on my iPhone, but then the albums were also gone from iCloud.com. Turning iCloud Photo Library off and back on again on my iPhone should not have changed anything on iCloud.com as this simply stops uploading photos taken on the device to iCloud.

All iOS devices running iOS 10.0.2 and macOS Sierra 10.12.
