Unless you are deliberately choosing to do this, this is not happening. The Photos are imported to the one that is open, only.

Not sure why you think this but that does not happen - photos are only imported into the program that you specifically import to - please explain your work low and why you think this is happening
specifically
1 - Yes if you import twice into two programs you will use double the space - but that will not just happen - it can only be done by you
2 - launch the one you want and import - again photos do not import into more than one program at a time
3 - all iCloud services are optional - turn off the ones you do not want to use (Photos preferences ==> iCloud)
and if you are using Photos rather than iPhoto which I believe yo are it is best to post int he Photos for Mac forum rather than the iPhoto for Mac forum - two totally different programs
