It has been introduced to water. Water and electronics don't mix. Make an appointment at the Genius Bar of the nearest Apple Store and purchase an out of warranty replacement. Cost for that is much less than a new phone, but that is basically what you will be getting.

If you leave it turned off in rice for 5-7 days, then try charging it and turning it on, you may get it to power long enough to get your data off, but you will still need to replace the device.
