Screen Sharing in Yosemite and above using an iMessages account invokes an outside app (Screen Sharing App).
It is not done "in House" as it used to be with AIM, Jabber and Bonjour accounts.
I take it you are in an iMessages text chat with the person you are trying to Screen Share with ?
I take it you are using the Details item top right of the chat and selecting the Screen Sharing icon ?
Is the Screen Sharing app launching ?
It is the interlocked blue and green "screens".
I also presume you are signing in and out of the apple ID in iMessages in the Messages app ?
Signing in and out of iCloud does nothing.
in System Preferences > iCloud there is nothing about Messages, iMessages, FaceTime, iBooks, iTunes, App Store, Game Center to name the most common.
If you are using Little Snitch or another Firewall Monitor app that allows connections after you have vetted them, it may be causing a problem as you may not be recognising that Messages was the Trigger but the app has a different name.

I honestly don't remember the screen sharing app launching at all. I just received a notification coming across the top of my screen and then clicked on it.
I signed out of Apple ID, because the other person could not connect (Send screen share invite). But after suggesting to sign out and into iCloud. The individual was able to send a screen share invite, and i was able to connect.
All of my security setting appear to be the same as the other individual, but there appears to be some differences in the iMessages preferences. Once I selected the program's preferences, it gives me two general options to select from. The other person has three different general options to select. The third option says something about video & audio settings.
Hope this gives you a better idea of what is going on.

Messages is built on iChat (or rather was).
iChat could, from iChat 2 video chat within the app itself without resorting to outside apps (using the AIM and from iChat 3, the Jabber accounts).
Screen Sharing was also possible when it used an Audio Only chat with a VNC connection along side.
It used Apple Remote Desktop's engine to this.
Initially this was all the first version of Messages could do but that has then become Video Chat by Invoking FaceTime which expanded into Audio Only chats as that was added the the iOS version.
At Yosemite, Screen Sharing by invoking the Screen Sharing app (Which is part of Apple Remote Desktop !!??!!!) was started.
At Messages 10 (Sierra) all In-app means of Video and Audio Only chat has finished.
The Video Menu has gone and so has the Video and Audio Preferences.
Therefore someone using an older version of Messages will have more in the Preferences and is likely to have the Video menu.
If you have other services like AIM and Jabber or Yahoo plus enabling Bonjour as accounts in Messages then the General Pane is longer.
In the Mac Firewall, which I have On, I have both the Screen Sharing (in System Preferences > Sharing) showing and Messages.
