Q: Bookmarks and Read List Blank after upgrade

I recently upgraded to iOS 10.0.2  and since my bookmarks and reading list are blank.  the favorites folder is empty but has a screen full of blank entries with the book icon.  I can't add any book marks.  I tried the directions here: Get help using iCloud Bookmarks and Reading List - Apple Support to no result.  I'm loosing my mind.  They are all present on my mac and iPad both using the same apple id.
