Hello Lakerobert,
Thanks for asking about your iPad and not seeing the iOS 10 update here in the Apple Support Communities. I too had trouble getting the notification for the updates. Let me offer what I had to do to get this.
The first thing we want to ensure is that all your data is safe. For the iPad, you can make a backup in iCloud or iTunes using this article : How to back up your iPhone, iPad, and iPod touch.
Once you know your data is safe, the problem I experienced was because I downloaded a profile to my iPhone to participate in the developer program. Even if you did not do that, other apps can download profiles as well, and this can cause an interruption of the update notices. It shows this in the help article here: How to delete an app that has a configuration profile on your iPhone, iPad, or iPod touch. You may not need to delete the app, just use the steps in the article to find the profile in your iPad, and delete it. Once deleted, restart the iPad. You can check this article for help with that: Restart your iPhone, iPad, or iPod touch.
Once your iPad is restarted, try checking for the update again. If you are still not getting the notice, I recommend turning off Wi-Fi by going to Settings > Wi-Fi and using your cellular data to check if there is an update. If it shows then, that means there is a port closed on the wireless network you are connecting to that is blocking the update. Please ensure you are using an open wireless network like your home network. If you are connecting to a free wireless network like a school, work, or other business, the airport, a military base, or a hotspot type of a network, this will not work because these types of networks have high security and/or high traffic. They do not allow the necessary data back and forth causing issues exactly like the one you are currently experiencing.
If you turned off Wi-Fi and are using cellular data only and still are not receiving notice for the update, I recommend connecting the iPad to the computer that it has been synced with before. Use iTunes and check for the update.
