Q: Unable to reformat Windows Bootdisk usb using Terminal or Command Line.

I hope you're all having a good day and that you might know some knowledge in how to deal with this problem that I have come across.
So today, 10:50pm London time, I was about to format my 16GB USB when I came to a sudden standstill, essentially, scratching my head and wondering to myself, 'I know that I'm smart and I can do all of this stuff with ease' because I can and I have no problem in doing it by myself,
But,
There comes a time where I have to put my ego aside and ask for help. Well, you're asking what it would be that I need help with and you're right, I'm gonna tell you now.
So my 16 USB sandisk 3.0 is currently a boot sector for Windows 8.1 Pro x64-bit which is now plugged into my Macbook Pro (e,2011) . It wont let me erase it using Terminal, wont let me erase single data and wont let me erase it from the disk utility.
Has anyone come across this before, if so, how and why does this happen.. I'll add some pictures soon.
