Q: iTunes says "Welcome to your new iPad" every single time I sync it

Everytime I plug my iPad into iTunes, it acts like this is the first time its plugged in. I hit "continue" and it runs through the sync process just fine and finishes.

If I unplug it and plug it right back in, the same welcome screen comes up.

Annoying more than anything else. Any ideas?
