It sounds like you are unable to get iTunes updated at all on your PC due to this network error. I would suggest the following article to help you either get the installation repaired, or even reinstall it if needed. The article will walk you through the appropriate way to uninstall iTunes and its associated softwares.

Sep 26, 2016 9:37 AM in response to sterling rby PjInOhio,Same issue with me recently, where I'd click to 'Check for Updates' within iTunes, and when it said there is a new version, upon clicking to download... nothing happens.
I went to the "Apple Software Update" program that I've had on my computer for long time to try to get the newer version from there, and I get that same 'connection error', the other poster mentioned, where there's nothing wrong with my Internet connection.
Then I went to the Apple/iTunes website to grab the new 12.5.1.xx version and installed it. There was mention of the old installer would not work anymore.
So, is there a new "Apple Software Update" program to get or is that not needed anymore and should I delete it?
Also, as per elsewhere on the site, the QuickTime Player is no longer supported so I uninstalled mine.

If you see the error message: "The Apple Software Update server could not be found. Check your Internet settings and try again." open Control Panel > Network and Sharing > Internet Options > Advanced > Security and uncheck "Do not save encrypted pages to disk".
