Q: Where has the Bookmarks Menu gone?

In Safari 10 I can only add bookmarks to the 'Favorites' section or to bookmark folders I created myself. I can't add them to the Bookmarks Menu anymore since that apparently has disappeared? Is this a bug? Now I can't add my bookmarks to the 'root' of the list of bookmarks anymore. My bookmarks section contains a list of bookmarks folders and some bookmarks in the top location that I haven't put in such a folder. I used to select Bookmarks Menu to add those and later decided whether I want to move them to a bookmark folder. But now that Bookmarks Menu option has gone. It isn't anywhere between my custom folders either. So where has it gone?

OS X El Capitan (10.11.5)

    Open the Bookmarks Sidebar, then click and hold the URL, then drag it to Bookmarks.

    This has just started happening for me too, and with no known updates.  If I click and drag the URL to the bookmarks sidebar, it goes into either the Favorites folder (and then also shows up in the bookmarks bar below the URL at the top, which I don't want), or gets put into whichever folder I happen to be near when I let off the pad. 
    I want to be able to add them to the bookmarks list, but not in a folder, and not in the Favorites folder either.  This is something I've been able to do for years, but no longer.

    Did you try dragging it to the bottom, below the folders?

    Hover your pointer over the address bar and you'll see a " + " appear. Click on it and you'll see your entire Bookmarks folder structure. If you don't want to add to an existing sub-folder select the root=level folder (Favorites in my example).

     

    As Eric pointed out, you can also use the bookmarks sidebar. If you want to add the new website grab the favicon icon in the address bar and drag it to the Sidebar. You can add it to the root level (or between any other folders) by dragging further left than the folders.
