It appears your iPhone 6s has developed quite a litany of issues since you updated to iOS 10.0.2. Downloading/updating/installing apps, no Siri feedback and a grey or black-blue screen on forced restart. You've done some excent troubleshooting and I'll be glad to continue.
1. How to back up your iPhone, iPad, and iPod touch -- When there are so many issues after an update, it indicates there's a software issue. Please make sure to have a recent backup to be sure your personal information is safe.
2. Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings -- You'll use iTunes on a Mac or PC to completely remove everything from your phone, including the operating system, so that a fresh copy of the iOS can be installed. This article will guide you through the process.
The first time through, select "Set up as a new iPhone". Feel free to sign into iTunes & App Store and iCloud. Make sure you're able to download/install apps and test Siri as well. If everything is working as it should, continue to the next step.
3. Restore your iPhone, iPad, or iPod touch from a backup -- Use this article to guide you through the process of replacing your personal information back on your phone. Remember to test again after this last step as well.Thanks for using Apple Support Communities!
